this is hypothetical, but say one has a script for a tv series... i simply wouldn't know how to get people to read it.. i mean, is it as simple as sending a package to the bbc and saying dear mr man in charge of comedy, please may you read this? or does one need an agent to get it read?

Well it is possible to be employed as a writer without an agent but it will be tough. But then again it is tough with an agent. The way to do it is like everything by doing as much stuff as possible and getting as many people as possible to see it. Write for free for anyone who will use your work, students, people on forums, anyone. The only really successfull writer I know got spotted by his agent after writing some poetry for his mates band. The BBC writers-room is great. The BBC and some other production company's will except unsolicited scripts but in my experience the very best you will ever get out of this is an invitation to a workshop, which is not to be scoffed at but won't get you what your after in the short term. There is a book called the screenwriters handbook (or something close to that) that lists agents who will except scripts, they want people have had work produced often so it's a vicious circle. Your best bet while your beginning is to look for new writers competitions, Channel Four are doing one now. The winning prize is to have a pilot episode made for a TV series. Most important thing though is just to write constantly get used to rejection and remember it's a marathon not a sprint. Well I think you ought to tell your "friend" that this forum might be a good place to find people who will read his/her script and give them some unbiased feedback...
Instead of sharing it with the world, however, why not ask anyone who might be interested in reading it to pm your "friend". And maybe if you then read one of theirs in return, things could pootle along quite nicely.
