I thought the same thing, the only thing I could think is that its realted to the song by Toots and the mayatals .... I'm sure i'm horribly wrong though

I was going to put up a post about this. Welcome Kubrica! It has to relate to the song doesn't it, and we know(?) that the original song is about a prison number... so is it actually some kind of statement about all the characters being viewed as potential criminals by the general masses? Maybe it's just because it looks good?

I've been wondering about the numbers too. I only noticed them when seeing TIE the second time.
I thought maybe they where like prisoner's numbers as well. Making a statement that the characters were imprisioned in their lives with no expectation that anything could change for the better?
I suspect we'll all find out in the fullness of time but it's fun to ponder...
