No idea. But would like to know.
Only thing i can think of is using some like blurred... but transparent (if that makes sense) image... then using motion to make it move in front of the faces. Would take a lot of rendering and effort this.. depends on how long they're on screen for.

just worked it out so delted the post, you set up 3 video tracks, 2 identical with a gap in the middle, you ad blur to the top track and put a shape in the middle track, then use the shape to cover the persons face (if that makes sence) I'm now trying to work out how to do it for two people

I've tried it just for fun on Adobe, and managed to get it working pretty well.
Actually, now I come to think of it, I wasn't blurring, I just had a black square that I was moving about in front of the faces. It wasn't as much hard work as I thought it would be. You can set the blur/block to be in certain places over time. I did it with big gaps between setting the position of the block at like 3 second intervals. Then watching to see how well the block covers the faces. Where it drifts slightly off, that's when I'd go back in and add some more points for the block to follow.
I doubt that makes much sense reading it back.

nah I understand what your saying, I need to set keyframes in fcp butt dont know how,
I've done what I needed to do anyway all be it alittle scruffy, but the whole docu's a little scruffy to be honest, I should have it uploaded soon

The easiest way is to hire from an agency who deal with actors who have blurry faces, they have male and female of all ages, my cousin has a blurry face, I'll see if he's available if you like. Or you could just do like above;)
