i know he was older, because orginally he was meant to be the older brother.. anyway you know this cos it says in the commentry.
i like to assume he couldnt play the role because of anthony's simpleness, its hard to play a character like that right, and not offend anyone and make it real.
anyway im sure shane has a better answer

Tobby Kebbel was spot on the way he played Anthoney, my mum works in a special needs school and also a special needs charity so i have met many different people with special needs over the years. Toby really did pull it off and could genuinely be mistaken as a real person with special needs, when i made my mum watch dead mans shoes she couldnt get over Toby Kebbels performance she was sure he was genuine special needs. It was just the subtleness of his performance the blinking and the way he had his mouth in the film. He was much better than some of these so say fantastic oscar winning actors.
